Complete and automated scan of all 405 urls in the doc folder. Fixed all 404 errors and dead links, removed one or two, a few open issues

I made the doc dead link scanner available here. It is far from perfect, but still useful in saving time for a rather boring task such as dead link checking. https://github.com/Anynomouss/dead_link_checker
I made the one comment above but otherwise suggest this be merged. This is pretty old. Any reason it is still outstanding?
Not sure myself why the may pull requests got cued. Is it lack of OC manpower and the need to have at least multiple review from repository owners? If that is the case, I would propose appointing me and others who are willing as additional reviewers. That can be done without changing repository owners. Those left with admin powers can do a final check and do the merging. I think that would be an improvement from the current situation where any proposed changes are ignored for months if not years.
