Updating node runtime from 12 to 16

As reported in #368, node12 has been deprecated from Github. This PR bumps it to 16.

anyone up to maintain a fork? we could try to get it under the bats-core org, see https://github.com/bats-core/bats-core/issues/828

Otherwise I have my own and can give access to some people to ensure continuity but if somebody else wants to do it it is fine too
