Is any of this possible in a lab tenant?

Workplace analytics licensing explicitly states that you need a Microsoft EA. Trying to set this up in any fashion fails spectacularly with this error message in the output:

"office365LoadStatusMessage": "None of the users requested were valid. Ensure the users are enabled and have both a valid Exchange and Workplace Analytics license"

So...why bother saying things like "create a dev tenant" or "sign up for a PAYG Azure subscription" when it is abundantly clear that none of this can be done without speaking to a Microsoft sales rep?
