I've looked into this before, unfortunately you need the full ISO to install SQL Server (any edition) silently, not just the lightweight installer that Express/Developer ships with that downloads the full installer.
I guess this is blocked by https://github.com/microsoft/winget-cli/issues/1242, but maybe there's a more specific one? We need to be able to download a ISO, extract it, and run an EXE inside it (or if someone knows someone on the SQL Server team that can provide the installers as a zip so winget doesn't have to add ISO support too when it'll be a one off for this...)

didn't know about this special problem. fast search revealed this tutorial https://brycematheson.io/how-to-perform-a-silent-install-of-sql-server-or-sql-express/ as Microsoft® SQL Server® 2019 Express is produced by microsoft, they should be able to find a solution
Maybe an installer which accepts a URL with the config file could be created? That's what they did for Office, a new installer version was made because winget needed that feature since we can't download more than one file.

I saw that there was already 2019, but I listed 2022 yesterday. Do you still need 2017?
Ps. The MSSQL has no full .exe install type, only the initial install .exe type.

Mainstream support for SQL Server 2017 ended on 2022-10-11, but extended support is until 2027-10-12.
In that case, I will try to launch it online.
