Comment Pane to only filter in unresponded comments

Comment pane should be able to filter in comments where its latest message is not by me AND does not have emoji reaction by me.

The reason is that in our workflow, comments should only be resolved by the reviewer instead of the author. When I actioned the comment, I have to leave a reply to the comment so it shows me as the person who last replied to it in the comment pane. Will be helpful when there are a lot of comments
