Create new issue very slow to show UI or never does

Pressing create new issue either never produces the NewIssue.md view or takes a very long time to do so, depending on the repo.

Both repos I have tested on are low volume, github.com repos.

After enabling trace logging, it seems significant rate limiting is happening for one of my repos in general:

Attempting to create the new issue does not produce anything relevant in the logs (nor additional rate limiting information) but I am willing to bet that is related now.

Extension version: 0.94.0 VS Code version: Code 1.92.2 (fee1edb8d6d72a0ddff41e5f71a671c23ed924b9, 2024-08-14T17:29:30.058Z) OS version: Darwin arm64 23.6.0 Modes:

Based on those logs, you have plenty of rate limit left, so I don't think you're getting hit with rate limiting. Is it a public repo where this is happening and if so can you share a link?

This is no longer happening. I am unsure what changed.
