Copilot chat does not call LM tool `Get Azure Activity Log` when file context is also provided

We'll need to do further investigation. Is there a better prompt we can be using to more reliably get the LM tool to trigger? Is it worthy of an issue escalation? Should we # reference the tool directly in the prompt?
