[api-extractor] Feature Request - Support for @throws

Our type definition files use the @throws tag from TSDoc. The current api-extractor reference doesn't list this as a supported tag. We'd like support for that tag implemented in api-extractor, as well as the necessary downstream changes in api-documenter. Thank you.
