add styling for tutorial hovertext
Looks like this as written, but the selector is the more interesting part / easy to swap any styling in:
Always underlined + black + italic without any hover effect reads as "hover but don't click" to me~ Selector is match anchors that have no href or start with #, which is what is being used for these hints (e.g. ms here: https://github.com/microsoft/pxt-arcade/blob/master/docs/skillmap/space/activity3.md#millis), only in tutorialmessage text
That one has ms bolded / emphasized within the markdown, a normal link would be like
Should we do talk about this in a design office hours? I just tried to click a hovertext and it was sad, so I remembered why we wanted this :D
