Hover mouse causes workspace context menu all items to jitter with high contrast is on

Describe the bug When high contrast mode is enabled, hovering mouse causes workspace context menu all items to jitter.

Steps to reproduce the behavior:

  1. Navigate to https://makecode.microbit.org/beta
  2. Click on Settings → Theme → High Contrast
  3. Create a new project and right click workspace
  4. Hover mouse on the context menu all items and observe

Actual behavior Hover mouse causes workspace context menu all items to jitter with high contrast is on.

Expected behavior Hover mouse won't cause workspace context menu all items to jitter when high contrast is on.

@abchatra, the same behavior occurs in the help menu with High Contrast is on.

The issue also repro's on Minecraft EDU.
