sync latest openai models

Regularly sync latest openai models https://platform.openai.com/docs/models/

With some experiments, we found AOAI model version turbo-2024-04-09 has not supported json mode/function calling for vision scenario, by saying "extra fields not permitted".

So, we will support latest model 'gpt-4o', 'gpt-4-turbo' (gpt-4-turbo-2024-04-09) in LLM tool both aoai/openai connection. And only support in LLM-Vision tool openai connection.
