Enhancement - allow pac pcf push to also specify --publisher and --buildMode

Hi,

In our scenario we use the pac pcf push command to dev/debug/test/deploy pcf components that are part of a much bigger MDA. It would be extremely beneficial for us is we were able to specify the publisher on the pac push command or provide a solution.xml template that the pac push command uses when building the solution it uses for control deployment
