Waiting time gap between import and upgrade in 'Stage and Upgrade' step

Hi All,

I've noticed some solutions have waiting time gap between import and the actual upgrade in 'Stage and Upgrade' step - can be up to 20mins.. this makes next import fails because the previous uninstall is still running.

Any idea why? I confirmed there is nothing else running in between
