Missing onnxruntime_providers_tensorrt for cuda 12 builds in release 1.17

The 1.17 release build for cuda 12 is missing the onnxruntime_providers_tensorrt library.

To reproduce

Download onnxruntime-linux-x64-cuda12-1.17.0.tgz/onnxruntime-win-x64-cuda12-1.17.0.zip

1.17.3 was released with cuda 12 tensorrt support
