Update Versioning.md

Description: Update documentation.

  • Versioning.md was not up to date.

The update to the documentation looks good to me. I did have a question about the way the ONNXMLTools is listed but I also think the answer is also provided in my question.

@xadupre I included some of these updates in the 1.12 doc updates. Can you check the current page if anything still needs to be updated?

The supported version for each converting library is wrong. Maybe, we should remove it from this page. The latest version is usually supported.
