Can we add the ability to pass custom parameters from the CLI tool to notebooks?

A feature that @nexilus18 and I were discussing and working on would allow for user defined parameters to be passed from the CLI tool to notebooks. This would allow for some custom configurations/tests/functionality that might otherwise not be as easy to get without this ability. Working on a PR now for this issue!

Hi, the notebook params feature has been merged to develop branch for a long time, any plan to continue on this (seems the build was failed on pytest) and merge it to master?
