modify language of base README to address Windows container support status

The Windows-based containers for Microsoft SQL Server have been deprecated for a while now, see https://github.com/microsoft/mssql-docker/issues/684#issuecomment-947925211

This PR modifies the language in the README file to address this, stating that they are not recommended to use in production, and that they're left up for archival and reference. Addresses #920
