ACLS don't appear to be applied [BUG]

Describe the bug Running unpack and applyacls doesn't say it applied acls, perhaps it didn't?

To Reproduce Steps to reproduce the behavior: Sample command: msixmgr.exe -Unpack -packagePath Zoom.msix -destination "e:\Zoom" -applyacls

Expected behavior A clear and concise description of what you expected to happen.: I expect it to say it applied ACLS. I think it could be causing issues with WVD MSIX in public preview
