Not found command on windows server 2019

I install vscode, and install live-share plugin which is latest version

however, I could see live-share show in my screen, but none of the command is able to exe, except liveshare.help image

the share button didn't work, too. I also found that the plugin status is "Not yet activated."

this plugin doesn't support windows server 2019?Is it a bug?
