Support local path for `vhd` field in Azure

Currently, LISA accepts blob URI, SASURL as input to vhd field of Azure platform. It would be great to have support for vhd field to accept local paths as well.

How about we have a transformer to upload the vhd firstly? If it's needed in more scenarios, we can integrate it into Azure platform itself.
