[ASK] Add instructions about merging staging to master

Description

In the current contributing guide, we only mentioned how to merge to staging. Instructions about how to merge staging to master is missing. We need to point out that merge-all-commits should be used when merging staging to master so that we can avoid the out-sync between staging and master.
