feat: add a Chart component

🙋 Feature Request

A comprehensive UI Library must include chart support, typically achieved through a wrapper for "https://www.chartjs.org/". This wrapper should be able to supply the necessary 'config' JSON object, which encompasses both configuration settings and data.
