Loading and Summary pages are broken after doing retry for Environment configuration

Steps to reproduce the bug
Try to configure a VM with some configuration that will fail. Then click "Retry" on the Loading page. For example, on a VM where DevSetupAgent is not running:
- Select some app or repo to configure.
- When prompted for user name and password click "Cancel" button.
- Now Click "Retry".
- Progress starts, but there is still "Summery" button available at the bottom. Expected: no "Summery" button at this point.
- If you click "Summery" button, then a broken Summery page will be shown.

"Summery" button remains visible while configuration is in progress.

Hey @sshilov7 . Thanks for reporting the issue. I was looking into the same, and perhaps I can add to it. When the environment is created with an image that doesn't contain any credentials, it disallows you from applying the configuration because it expects credentials.
