Configuration flow does not support WSL environments

During the 'Set up an environment' flow in Dev Home, I can see that WSL is a provider option for me and I know I have existing WSL environments but they don't show up in the list like other environments do. I know that Dev Home doesn't support configuring WSL environments, but to any other user, its unclear why the WSL environments don't appear in this experience. Dev Home should provide some information to the user that WSL is not currently supported for configuration.

Scenario

• User has WSL environments created
• User goes to configure an environment and filters by WSL and encounters an empty page
• User is unsure if this is a bug or not

Dev Home should inform the user that configuration for WSL is not supported.
