Steps to reproduce the bug

I was creating an hyper v image in DevHome and then exited. This exit probably caused the creation to close.

I reran DevHome to create an image again, and no longer could create an image. It appears the wrong button was loaded. The button was a disabled "setup up" whne it should have been an enabled "create environment"
