Customize clone path within Dev Drives

Add the ability to customize where the repos are cloned locally.

Could be at "Dev Home" level and/or at "Repo extension" level.

Scenario

I deal with many repo sources (GitHub, Azure DevOps), and many "organizations", so I like to clone repos under a certain folder structure based on a pattern.

D:\github\{Account}\{Repo} D:\dev.azure.com\{Org}\{TeamProject}\{Repo}
