SafeInt Multiplication Doesn't Work With Os optimization on gcc 13.2

When trying to build this for Ubuntu 24.04, I ran into issues with the * operator in safeint, where the multiplication result would always be 0. I found it works correctly on the latest version of safeint so cpprestsdk just needs to use that version.
