The build-update-hld.yaml file created by bedrock-cli should allow for custom build script

As a: developer, I need more flexibility in defining how Azure Pipelines builds my Dockerfile.

I want the ability to add a custom build script so that I don't need to manually edit that phase for every service deployed with spk. Not all deployments have their Dockerbuilds wholly contained.
