Refactoring app notification tests

This PR refactors the AppNotification tests into TAEF. Similar to the PushNotificationTests refactor PR, all the unit tests that use to exist in the ToastNotificationTestApp are moving to TAEF. Now error codes will be seen in the TAEF process.

This runs each test scenario under 4 diffrent envs:

  • packaged
  • unpackaged
  • packaged + SelfContained
  • unpackaged + SelfContained
