Poll LRP status to re-launch it again after crash/termination

The current proposal of the Push Notifications LRP on #1186 does not support re-launching the LRP in case it crashed/terminated. The only way it can be launched again is during the next unpackaged app registration.

One idea is to enhance the Startup Task to let it poll the status of the LRP. This way, if it detects the LRP is not up, we can CoCreate it again.
