Steps to reproduce the bug

Start a sandbox with:

<Configuration>
  <VGpu>Enable</VGpu>
  <Networking>Default</Networking>
  <MappedFolders>
    <MappedFolder>
      <HostFolder>S:\Games</HostFolder>
      <SandboxFolder>C:\Games</SandboxFolder>
      <ReadOnly>false</ReadOnly>
    </MappedFolder>
  </MappedFolders>
  <MemoryInMB>8192</MemoryInMB>
  <CPUs>4</CPUs>
</Configuration>

Expected result

The sandbox to have network access

Actual result

There is no network access within the sandbox, nor is there a connection when running ncpa.cpl
