Merges the stream sample with the rest of the winml samples gallery

I think it would be good to somehow make it more clear on the HWND that the user is supposed to click the "Capture" button as this wasn't immediately obvious to me.

I'll change that tab to say "start" to make it clear they need to select something from that tab to begin.

After clicking "Start Preview" my GPU took quite a while to handle whatever background processes were happening before the sample started working and during this time I thought it might be broken. I'm not sure how common of a problem this will be but it would be helpful to see a loading message somewhere just so the user is aware that things are still working.

I added a "Loading..." message at the bottom of the window to help indicate that it can take some time to find a compatible video type from the camera.
