Update github actions:

  • Remove dependency on third-party action for downloading codeql release
  • Split jobs into multiple smaller jobs
  • Use github variable for codeql versions
  • Updates to build_create_analyze_test.py for comparing run results
  • Add unit tests for dvl generation
  • Add test to compare results of latest codeql version with current codeql version
