Support WinHTTP redirect options

I was looking for WinHttpPAL support for WINHTTP_OPTION_REDIRECT_POLICY and WINHTTP_OPTION_MAX_HTTP_AUTOMATIC_REDIRECTS in order to fully implement configurable redirection for https://github.com/microsoft/cpprestsdk/pull/1328.

Is it possible?
