Add Static Site entry point

@banreyms the index.html acts as the entry point for the cyber security overview site by serving it through the GitHub pages

@AnthonyByansi assume this goes hand in hand with https://github.com/microsoft/Security-101/pull/33 ? If we can get that one updated we can look to merge this too
