Same here, any fix?
SVG icons always solid black when a folder is first opened. I can make the preview thumbs appear just by CTL+Scroll to resize icons and then it works until I refresh the folder (F5) or leave and come back etc. Using latest version of powertools as of this note, latest Windows 11 updates installed.

I have the same problem, and i dont found any solution at today.
Issue persists as of PowerToys v0.93.0. For me it manifests as white squares, because I use dark mode:
It looks like it's an issue with transparency. The SVGs have a transparent background in the Preview Pane, but the transparent background is rendered as solid white in File Explorer. So white on white looks like nothing has loaded.
This theory's backed up by the mostly-working previews of color SVGs:
Do you have any SVGs that are color (or at least not black) to test?
