Size adjustment for PowerToys Run

As I and others mentioned in #30168 , changing only the size of font will not solve this problem. People with high resolution monitors would like larger size of the bar, and scale the size of font without the whole UI will only breaks the ratio of it.

Copying my comment on this from the mentioned issue:
To be honest the new font size options are completely useless. And even though I was one of the more vocal supporters of it, I won't actually find any use for the current iteration and left it on default. Even the biggest available isn't actually very big, and even if it was, the top third of the range is useless because only the text grows, but not the interface around it which makes it look ridiculous in my opinion. What I personally need is a way to scale the whole interface, not just the font, because it's still easily half the size of what I would ideally want it to be. To elaborate on what I mean by "ridiculous". Mostly two things, the font just feels too big for the interface it's in, and more importantly some of the text stays tiny and the (12pt) difference makes the whole thing look kinda absurd.
