Description of the new feature / enhancement

You can select a program and limit the bandwidth to a certain amount or prioritize other programs e.g. (Chrome: High; Steam: Low; OBS: Critical)

Scenario when this would be used?

I'm live streaming and uploading a large video file to Dropbox in the background.
