Checklist Finding Details and Comments blank for some automated rules

Describe the bug Some STIG rules do not generate any information for Finding Details or Comments sections even though the rules are automated and show a status of "Not a Finding". Behavior should be the same as automated rules that show output for these two fields. The only information that is displayed is found in the Comments field, which reads:

"Addressed by PowerStig MOF via "

This is the header applied to generated messages - but without a message.

To Reproduce An example of the problem can be found by generating a checklist based upon Windows Firewall, Vulnerability ID V-17415. This rule, when processed, shows that it has been updated by PowerSTIG but does not show any generated information about the automation that was applied.

Expected behavior Typically, automated rules that are processed by PowerSTIG will reflect information in both the Finding Details and Comments fields. The empty fields referred to in this issue should contain similar contents.
