Update PowerSTIG to include "RuleId" in Processed XML

Is your feature request related to a problem? Please describe.

Update PowerSTIG to include "RuleId" in Processed XML. This will assist in rule diff parsing, since DISA updates the RuleId information when given Vuln Id content changes.
