Upgrade AccessControlDSC to Version 1.4.3

Is your feature request related to a problem? Please describe. The version of AccessControlDSC was upgraded to handle OOB SIDs that ship with Server 2019 and Windows 10. PowerSTIG should be able to apply a configuration without removing the OOB SIDs

Win10 and Server 2019 STIGs - should now expect the OOB SID to exist and not remove it from the system
