Support arm64 architecture on Oryx

Feature Request

Oryx should support arm64 to enable Mac M1 users to use it, as well as projects downstream.

It would be great if we would do the docker image arm64 too, I ran a test of the current available architectures but it is not the case:

docker run --rm mplatform/mquery mcr.microsoft.com/oryx/build:latest

I am using a new m4 MacBook pro 14 inch, are there any plans to follow up on this issue?
