Slow mirror of GIMP causing extremely slow Window11 setup

The link in "omnitool/omnibox/vm/win11setup/setupscripts/tools_config.json" used for downloading GIMP during Windows 11 setup is really slow. And it would cause the setup stuck there for around 1-2 hour. Please check and remove it.

@ThomasDh-C Did you have similar issue when launching? I think it depends on the machine

@kaimingKAI is right the issue was on my device also, so I submitted a pull request with a change in the mirror link which signicantly improved the download time. It is the same version of GIMP as well. Pull request #158 Please merge if you find helpful

Also find that the ftp mirrors are much slower. I have removed both ftp mirrors.

I find gimp mirror faster than aliyun mirror so will leave that for the moment. If it is unavailable in mainland china I can add aliyun mirror.
