MSBuild Project Generator Support VS2017 & VS 2019

Currently the MSBuild Project Generator is built to support Visual Studio 2017, although it may work in VS 2019.

We should support both VS 2017 & VS 2019 explicitly, including if only 1 is installed on the machine, and if dotnet CLI is used to build.
