Modify 'Use arrow keys...' aria label - doesn't work in Chrome, and remove on mobile

Describe the bug

When using NVDA and Chrome, the aria-label 'Use arrow keys' is not spoken when focused on 'End of transcript'

Steps to reproduce

1. Load Web Chat in Chrome
2. Type any activity
3. Turn on NVDA
4. Press Tab two times from sendbox
5. NVDA says 'End of transcript' but not 'Use arrow keys...'

Expected behavior

Similar to Narrator x Edge, 'Use arrow keys...' aria-label should be spoken

WORK ITEMS:

1. 'Use arrow keys...' should be spoken by NVDA on Chrome
2. Remove the additional text "press arrow keys to navigate" when we are on a mobile device.
3. 'Press Enter to interact' text when there is an attachment should be removed on mobile [Bug]
