Implements samples for CQA

Summary

SDK 4.16 adds support for the Custom Question Answering service to dotnet and JS.

As part of this issue we will implement new versions of the 11 qnamaker and 49 qnamaker all features samples.

The old samples will be deprecated and the new samples will be:

Tracking items

[x] Create dotnet samples
[ ] Create JS samples
[ ] Update main readmes with links to new samples and deprecation notice for the old ones
