Actions spec should explicitly say that a action can either have events or be an independant action.

Actions spec right now doesn't explicitly talks about how an action with events cannot act as an individual action as well. We should explicitly specify this fact in the spec.

It seems like the broad problem is that there is no hierarchy in the docs. Actions, Action Interfaces and Volumes are all on the same level. And Action Interfaces are not even linked from the Actions page.
