Prevent different images with identical url
If this happens, in my opinion, it is a mistake. I would like to prevent this.

I would say that this scenario is currently okay given that the same machine type is specified for all images that use the same URL: worker or firewall image.
If this is the case I would vote to allow this: having multiple names for the same thing is quite common?
And perhaps we have, in the long term future, an image that can be both, firewall and worker image?
granted the last argument, prevent identical URL per image type. All other cases are mistakes an can lead to very ugly situations. Imagine you have debian-10.0.20200709 but the url points still to debian-10.0.20200331, you won´t be able to detect this.
