Release docker image for arm64

The following file has been created : Created .github/workflows/ci.yml file to build and push the image for both amd64 and arm64 platforms.

I think this repo is abandoned (moved to mesosphere-backup). Maybe you can maintain a fork of it leaving information in pr and issue.
