UI issues with high DPI scaling

When the new scaling option in Windows is turned on, application doesn't render correctly. As seen on the attached screenshot, I tried both .Net Framework and Core versions.

• Framework version is blurry (for this I know there is a workaround to change the setting for DPI aware).
• But Core version has a more serious issue where text is cut off completely (best seen on compare files dialog)
